On March 6, 2024, the Government issued Decree 29/2024/ND-CP regulating the title standards for leading and managing officials in state administrative agencies in Vietnam.

- In the case of appointing individuals from external sources, they are not required to have experience in holding leading and managing positions at direct lower levels in the agency, organization, or unit where the appointment is expected to happen.

- In the case of officials holding positions as stipulated in point a, clause 1, Article 2 of Decree 29/2024/ND-CP, if they are appointed to equivalent positions or concurrently hold other positions, they are not required to meet the standards of the equivalent positions or concurrent positions.

- In the case of officials currently working in the armed forces, public service providers, state-owned enterprises, or other agencies, organizations in the political system being transferred or appointed to leading and managing positions in state administrative agencies, they must meet the standards and conditions as prescribed in Decree 29/2024/ND-CP but are not required to immediately meet the standards for state management as regulated by the intended position. In these cases, the standards must be met within 12 months from the date of appointment.

Standards of the health, age, and working experience for leading officials in Vietnam

- Possess sufficient health to fulfill assigned tasks.

- Ensure the appointment age; be planned for the intended position, equivalent position, or higher as regulated.

- Have specific achievements, results, and products during the working process. In the case of appointing personnel from external sources, the specific achievements, results, and products must be appropriate to the intended position's standards.

- Have practical experience and a suitable working time:

+ In the case of appointing individuals from within the organization:

If the agency or organization is currently working with constituent units: Ensure that they have held leading and managing positions in the constituent unit; the time holding the current position or the adjacent equivalent position to the intended position must be at least 2 years (24 months); if not continuous, it can be accumulated (only accumulated for the time holding the current position or the adjacent position);

If the agency or organization is currently working without constituent units: Ensure continuous working time in the corresponding sector or field for each specific position, as regulated.

+ In the case of appointing individuals from external sources:

If the agency or organization is currently working without constituent units: Ensure continuous working time in the corresponding sector or field for each specific position as regulated;

If the agency or organization is currently working with constituent units and is intended to be appointed to an agency or organization without constituent units: Ensure that the time spent holding the current position or the adjacent equivalent position to the intended position is in accordance with the regulations;

If the agency or organization is currently working with constituent units and is intended to be appointed to an agency or organization with constituent units: Ensure that the time holding the current position or the adjacent equivalent position to the intended position is in accordance with the regulations, or ensure continuous working time in the corresponding sector or field for each specific position as regulated;

+ In the case of having held a position or title that is deemed equivalent to or higher than the intended position before the appointment, that time will be counted towards the time holding the equivalent position and can be accumulated; this is not applicable to cases of dismissal or demotion.

In the case of the first appointment at an agency or organization with constituent units and having previously worked at the constituent unit, the working time at the constituent unit will be counted towards continuous working time in the sector or field, ensuring that the total working time is not less than the minimum total working time for the positions below the intended position.

- Special cases (regarding age, practical experience, cross-level appointments, and planning) are considered and decided by the competent level according to the management hierarchy.
