Regarding this matter, LawNet would like to answer as follows: 

1. Forms of organizing the emulation movement in People's Courts in Vietnam 

- Regular emulation is a form of emulation based on the assigned functions and tasks of individuals and collectives in order to organize mobilization and effectively carry out the daily, monthly, quarterly, and annual work of the agency or unit.

The subjects of regular emulation are individuals within a collective; collectives in the same agency or unit; agencies or units with similar or similar functions, tasks, and nature of work.

The organization of regular emulation must clearly define the purpose, requirements, objectives, and specific targets, and be implemented at the agency, unit, or according to the cluster of emulation to develop plans, launch, sign agreements, and organize the implementation of the emulation movement. At the end of the year, the heads of agencies, units, and the head of the emulation cluster conduct an overall assessment of the emulation movement, to consider awarding or proposing awarding emulation titles, and forms of commendation.

- Thematic emulation is a form of emulation aimed at effectively fulfilling the defined focal tasks within a certain period or organizing emulation to strive to complete the urgent tasks of the agency or unit.

Agencies or units can only launch thematic emulation when they have clearly defined the purpose, requirements, targets, content, solutions, and implementation time. When organizing the emulation movement by topic within the scope of an agency or unit, the head of the agency or unit guides the commendation according to their authority. For the emulation movement by topic within the scope of the People's Courts with a duration of 03 years or more, the Supreme People's Court sends a plan to launch the emulation movement to the Ministry of Home Affairs (through the Central emulation - Commendation Council) to synthesize and guide the commendation.

2. Emulation movement organization content in People's Courts in Vietnam

- Organizing the emulation movement is closely related to the assigned functions and tasks, or the goals, orientations, and development strategies of the agency or unit. The emulation movement must have a memorable and understandable theme, name, specific targets, content, plans, and methods of emulation that are practical and suitable for the participation of individuals and collectives.

- Implementing various propaganda measures, mobilizing individuals and collectives to actively respond and participate in emulation movements. Regularly urge, monitor, and inspect the organizing and implementation process; focus on directing, guiding, and inspecting the emulation movement with a duration of 03 years or more; identify new, outstanding, and advanced factors for propaganda, commendation, and replication. Summarize, evaluate, and commend individuals and collectives with achievements in the emulation movement. Enhance the dissemination of initiatives, experiences, effective methods, creativity, and effectiveness for others to learn from and follow.

- The summary of the emulation movement must accurately assess the results, effectiveness, and impact; existing limitations and reasons; and, at the same time, draw lessons and experiences from organizing the emulation movement. The evaluation, recognition of emulation titles, and forms of commendation must ensure the principles of accuracy, transparency, transparency, fairness; timely commend exemplary individuals and collectives; encourage and commend individuals with outstanding achievements in professional work; individuals who are dynamic, creative, daring to think, dare to do, dare to break through for the common interest.
