Levels of sickness and accident benefits during the implementation of tasks for grassroots security and order protection forces; selection of investors for investment projects with sea encroachment activities; etc., are notable contents that will be covered in this bulletin.

1. Levels of sickness and accident benefits during implementation of tasks for grassroots security and order protection forces in Vietnam 

On April 16, 2024, the Government of Vietnam promulgated Decree No. 40/2024/ND-CP guiding the Law on Grassroots Security and Order Protection Forces 2023

According to the Decree, the levels of sickness and accident benefits during the implementation of tasks for grassroots security and order protection forces are as follows:

- Members of grassroots security and order protection forces who have yet to participate in health insurance but face sickness, accidents, or injuries during the implementation of tasks shall receive the following benefits: 

Such members shall receive financial support for medical service costs and daily food during inpatient treatment until their health is stable for hospital discharge based on the quotas decided by the Provincial People’s Councils. 

- If members of grassroots security and order protection forces who have yet to participate in social insurance but face accidents or die during the implementation of tasks shall receive the following benefits: 

+ In case of accidents: during the accident treatment, they shall receive financial support for medical service costs and daily food, including cases of injury recrudescence, until their health is stable for hospital discharge based on the quotas decided by the Provincial People's Council; 

+ In case of accidents leading to death: their relatives shall receive death benefits and funeral allowances based on the quotas decided by the Provincial People’s Councils.

2. Selection of investors for investment projects with sea encroachment activities in Vietnam 

On April 16, 2024, the Government of Vietnam promulgated Decree No. 42/2024/ND-CP on sea encroachment activities. 

According to the Decree, decisions on investment guidelines, approval for investment guidelines, and selection of investors for investment projects with sea encroachment activities are as follows:  

- Approval for investment guidelines and decisions on investment guidelines for investment projects with sea encroachment activities shall comply with laws on investment, public investment, and public-private partnership investment. 

- Investor selection for the implementation of investment projects with sea encroachment activities using non-state budget capital shall comply with laws on investment, bidding, land, and public-private partnership investment. 

- Sea encroachment activities in investment projects with sea encroachment activities shall be made into sea encroachment investment projects or sea encroachment articles of investment projects according to Article 6 of Decree No. 42/2024/ND-CP.

3. Standards of promotion of professional titles of principal lecturers in Vietnam from June 1, 2024

On March 29, 2024, the Minister of Education and Training of Vietnam promulgated Circular No. 05/2024/TT-BGDDT on standards and conditions for the promotion of professional titles of public employees teaching in public higher education establishments and pedagogical colleges.

According to the Circular, public employees teaching in public high education establishments may register for assessment for the promotion to the professional title of principal lecturer (grade II), code V.07.01.02, when the following standards and conditions are met: 

- Public higher education establishments have recruitment demands or vacancies corresponding to the professional title of the public employees undergoing assessment for promotion or appointed to participate in the promotion assessment by competent authorities. 

- Public employees are holding the professional title of lecturer (grade III), code V.07.01.03.

- Public employees are assessed at the level of successfully completing tasks or more in the previous working year adjacent to the year they participate in assessment for promotion to the professional title of principal lecturer (grade II), code V.07.01.02; have good political qualities and professional ethics; are not subject to disciplinary actions; are not subject to regulations concerning disciplinary actions according to the regulations of the CPV and the law. 

- Public employees meet the requirements for the mandatory time of holding the professional title of lecturer (grade III), code V.07.01.03; meet the standards of training and advanced training qualifications and professional capacity of the professional title of principal lecturer (grade II), code V.07.01.02, prescribed in Clauses 2 and 3 article 6 of Circular No. 40/2020/TT-BGDDT on codes and standards of professional titles and appointment and salary classification of public employees teaching in public higher education establishments, amended by Circular No. 04/2022/TT-BGDDT.

4.Vietnam’s requirements for projects on participation in national scientific and technical research competition

On April 10, 2024, the Minister of Education and Training of Vietnam promulgated Circular No. 06/2024/TT-BGDDT on the regulation of the national scientific and technical research competition for lower secondary education students and high school students.

According to the Circular, the requirements for projects on participation in the national scientific and technical research competition are as follows:  

- It is mandatory to ensure honesty while conducting scientific research, prevent fraudulent acts, unauthorized copying, and forgery, and forbid the use or presentation of contents or research results of others.

- The research time of a project in the Competition shall be no more than 12 consecutive months and be from January of the previous year adjacent to the year of the competition to 30 days before the Competition's opening ceremony. 

- A collective project shall not have any change to its members once it has started. Implementation results of the project shall specify the contribution of each member. 

- A research project on pathogens, toxic chemicals, or substances that negatively affect the environment shall not be eligible for participation in the Competition.

- A project in the Competition shall be approved and accessed by the educational institution where the students are going to and selected by the participating unit prescribed in Clause 1 Article 5 of the Regulation enclosed with Circular No. 06/2024/TT-BGDDT under Article 12 of the Regulation enclosed with Circular No. 06/2024/TT-BGDDT.

- A project in the Competition shall ensure the display requirements according to the regulations of the Competition’s Steering Committee.
