1. What is Vietnam Red Cross Society?

According to Article 27 of the Law on Red Cross Activities 2008, the Vietnam Red Cross Society is a humanitarian social organization operating in accordance with Vietnamese law, international law, the basic principles of the International Federation of Red Cross and Red Crescent Societies, and other international treaties on humanitarian activities of which the Socialist Republic of Vietnam is a member, as well as the Society's Charter.

The Vietnam Red Cross Society is a member of the Vietnam Fatherland Front and the International Federation of Red Cross and Red Crescent Societies. Its mission is to organize and coordinate the implementation of Red Cross activities and perform other tasks assigned by competent state authorities.

2. Operating funds and assets of Vietnam Red Cross Society

According to Article 28 of the Law on Red Cross Activities 2008, the operating funds and assets of the Red Cross Society are as follows:

- The operating funds of the Red Cross Society are formed from the following sources:

+ Membership fees from members of the Society;

+ Donations from organizations and individuals;

+ Support from the state budget for carrying out activities such as mobilizing, receiving, transporting, and distributing money and relief supplies, as well as other tasks assigned by the State;

+ Other legal sources of income.

- The Red Cross Society receives, manages, and uses assets entrusted by the State and assets donated by organizations and individuals in accordance with the provisions of the law.

3. Regulations on Red Cross activities related to emergency relief and humanitarian assistance in Vietnam

The regulations on Red Cross activities related to emergency relief and humanitarian assistance, according to Article 7 of the Law on Red Cross Activities 2008, are as follows:

- Red Cross activities related to emergency relief are timely and direct support for victims of war, natural disasters, epidemics, fires, traffic accidents, and other accidents and disasters, including:

+ Relief in the form of money, relief supplies, and assistance in overcoming initial difficulties;

+ Moral support and psychological assistance.

- Red Cross activities related to humanitarian assistance are assistance for disabled people, elderly people without support, orphaned children, and individuals facing special difficulties, including:

+ Financial, material, and labor assistance;

+ Support for vocational training and employment opportunities;

+ Financial support for medical examinations, treatment, and functional recovery;

+ Other forms of assistance.

Emergency relief and humanitarian assistance are prioritized for the most difficult places and target groups and are implemented as follows:

+ In the case of emergency relief, money and relief supplies are provided immediately and directly to the beneficiaries according to the provisions of Clause 1 of Article 7 of the Law on Red Cross Activities 2008;

+ In the case of humanitarian assistance, the beneficiaries of relief money and supplies are identified based on the transparent and democratic evaluation of the community and the confirmation of the People's Committee of the commune, ward, or town (hereinafter referred to as the commune level) or the social welfare facility where the beneficiaries are being cared for.

4. What are Red Cross activities?

According to Article 2 of the Law on Red Cross Activities 2008, Red Cross activities are community-based humanitarian activities carried out or coordinated by the Red Cross Society in collaboration with organizations and individuals. These activities include emergency relief and humanitarian assistance, health care, first aid, blood donation, organ and body part donation, search for missing relatives due to war, natural disasters, and dissemination of humanitarian values, as well as participation in disaster prevention and response.
